In 2006, Vermont enacted statutory greenhouse gas emission reduction goals and in 2011 established a 90 percent total renewable energy by 2050 Comprehensive Energy Plan goal. Despite these long-standing goals, Vermont’s greenhouse gas emissions are rising and the transportation sector in the rural state accounts for 53 percent of that pollution. In December 2018, Vermont’s Governor Phil Scott joined 8 other states and Washington D.C. in pledging to explore the development of a program in the Northeast/Mid-Atlantic region to equitably reduce carbon pollution in the transportation sector. Before that, Vermont joined other U.S. states in maintaining the state’s commitment to the Paris Climate Agreement. The state also has strong public support for tackling climate change, including strong legislative leadership (an 80+ member legislative Climate Solutions Caucus), over 120 municipally-appointed town energy committees, forward-looking electric utilities, and committed business and private sector partners.
